Government and the Economy in "Pentagon Wars"

One incentive that politicians seeking re-election might have is the use public funds to curry favor with voters. This behavior is implied in a brief clip from 1998’s “Pentagon Wars." Gen. Partridge (played by Kelsey Grammer) is on the phone explaining how military procurement has been used to influence the voters of states represented by Congressmen and Senators who support military spending. We hear Gen. Partridge saying of one member of Congress that the Pentagon has “papered his state with contracts.”
