Externalities in "Goodbye Toby" - The Office
by Dirk Mateer `

Jim secretly pays for fireworks at Toby's going away party in order to propose to Pam but the moment is ruined when Andy proposes to Angela first. The fireworks in the scene meet the definition of a pure public good, they are non-rival and non-exclusionary so the entire office is enjoying them. Andy comments that he was waiting for six years for the right moment so the fireworks create a positive externality. Ironically, Andy's proposal causes Jim to reconsider the timing of his proposal causing a negative externality for Jim and Pam.
