As bad as crime in New York maybe now, there is good reason to believe that it was once much worse. This scene shows how New York has changed as it has industrialized and developed. The point to be made is that with economic development comes huge increases in quality of life and huge decreases in pathology. This is not to say that new problems don't arise with economic development. Dr. Matt Ridley is an economist who believes that each era of human history is better than the previous.
